Cases in Asbestos list should not be subject to Costs Budgeting

There have been clear comments from Master Davison that cases in the Asbestos list should not be subject to Costs Budgeting. 

"These listing arrangements cannot accommodate costs budgeting. That is a simple fact of life. And I would add that they cannot accommodate too many debates, or contested hearings, about whether costs budgeting should or should not apply."
